To retaliate or to pardon?

My next door neighbor complains to the City Code Enforcement about my Patio built in the rear yard with laundry. But I already paid for the permit for clean up works. So the the Code Enforcement Officer can't do anything about it. For years the same neighbor has been constantly haring/bullying me out of hatred (e.g. tampering with my trash/recycle bins on pickup days, blowing dirt/debris over to my driveway, ..). For years they've been parking non-op vehicles (car, boat) on their driveway. For years I've been quiet for peace sake. Now should I complain against them or suck it up again? To retaliate or to pardon?
