Ugly undereye circles?!?!?

i have blueish purple undereye circles all the time. i get enough sleep and i dont do drugs or drink. im not stressed out either. i need a way to get rid of them. i have tried teabags and cold spoons but neither of them worked. i dont wear makeup so please dont suggest that, speaking of makeup does anyone now where you can get e.l.f. brand makeup (everything is one dollar) in upstate ny. i've heard they have it at target but my target doesnt have it. thank you.
