How can I get a neighborhood covenant changed?

I live in a neighborhood where we have a covenant. However, we were not abled to get a copy of the covenant until after we moved in. There were several changes made to it, and it is ridiculas. I know it can be changed because severavl of teh neighbors changed it once before we moved it. But I don't know how. They are taking us to court over a dog pen that I have up due to the developer hiring an excavation crew to put in a drainage ditch behind my house. When they did this they tore up my yard and slanted it. Now every time it rains I get flooded and I have no gr. So I put up a dog pen until it could be fixed. I have been to city hall who informed me that teh developer is in breech of his contract because he has to fix my yard. But now I am being served. What do I do????
