Okay, I have real trouble finding bathing suits because of a sort of embarring problem. Have a solution?

Okay, so I can't wear normal bathing suits because of shaving issues. I have to wear boy short bottoms. Anyway, I shave around the pubic area, but it's bumpy and it doesn't shave well because my hair is so thick and the follicles or whatever still show even if you can't feel any prickles (I also have the same problem with my underarms). I've tried waxing and nair. Neither work. Any idea how to fix this?
